Florida Department of Agriculture to Support Missions in Northwest Florida
This week, the Department of Agriculture announced they will be working with the U.S. Air Force to support the military training missions conducted in Northwest Florida, while expanding the training operations into portions of the Blackwater River State Forest and Tate’s Hell State Forest. This collaboration will serve a twofold purpose of helping protect our military employment base while helping preserve our local forests. As expressed by the Department of Agriculture, the training missions will have a minimal impact on the lands on which these will take place, and will significantly help grow our local economies, which are heavily military dependent. Florida Department of Agriculture and Consumer Services Signs Agreement With Military to Support Missions in Northwest Florida
October 23, 2012 TALLAHASSEE, FL – Florida Commissioner of Agriculture Adam H. Putnam announced today that the Florida Department of Agriculture and Consumer Services’ Florida Forest Service has signed a Memorandum of Understanding with the United States Air Force to support the military training missions in Northwest Florida, while allowing for compatible use on Florida state forests. “The department is proud to work with the United States Air Force to provide areas where the men and women of our Armed Forces can conduct the necessary training missions to protect our country and its citizens,” said Commissioner Putnam. “This agreement also ensures the sustainability of local economies that are based on a strong military presence, while preserving the stewardship of our state forests.”
As part of the Gulf Regional Airspace Strategic Initiative (GRASI), the department’s Florida Forest Service will allow limited military missions on portions of Blackwater River State Forest and Tate’s Hell State Forest. According to the Air Force, expanding the training onto state forests continues the economic benefits of the military presence in the Panhandle, while protecting the state forests’ natural resources. In fact, military employment makes up for 46 percent of all jobs in Northwest Florida and provides an annual impact of more than $14.8 billion in Escambia, Santa Rosa, Okaloosa, and Bay counties. The memorandum with the United States Air Force will further protect our Northwest Florida military bases from defense base closures and realignment discussions (BRAC) because of the strong state support for our military installations.
These missions will make use of existing forestry areas, such as the grass air landing strip at Blackwater River State Forest and various helicopter landing pads on Tate’s Hell State Forest. Missions will not negatively impact recreation, public access or sustainable forestry practices on either state forest.
Before any missions are conducted, Air Force and Florida Forest Service personnel are required to develop an operations plan that outlines training specifics to guarantee minimal impact to the state forest and its users. Only special operations, air operations, and use of existing forestry facilities will be allowed, no live ammunition will be fired on the state forests.
“The Florida Forest Service manages its state forests under a multiple-use concept that allows for sustainable forestry practices, public access recreation and other uses,” said Jim Karels, director of the Florida Forest Service. “Allowing these exercises on our state forests is another leg of our multiple-use mission.”
The Florida Forest Service manages more than one million acres of public forest land on 35 state forests and protects over 26 million acres of private homes, lands, and natural resources from wildfire.

I have received multiple calls from folks around the distrct with questions regarding the proposed amendments to the Florida Constitution that will be appearing on the ballot for the 2012 General Election. In an effort to ensure our voters are as informed as possible when casting their votes, I invite you to reference the below information on each amendment, as well as to access the Proposed Constitutional Amendment Booklet, published by the Division of Elections.
Amendment 1 – Health Care Services: Amendment 1 would allow the state to opt out of the federal health care program, also known as the Patient Protection and Affordable Care Act. More specifically, it would prohibit laws forcing individuals or employers to buy or provide health care coverage.
Amendment 2 – Veterans Disabled Due to Combat Injury; Homestead Property Tax Discount: Amendment 2 would expand a special homestead property exemption to include combat disabled veterans who were not Florida residents when they entered the military. The tax discount is based on a percentage equal to that of the veteran’s permanent, service-related disability.
Amendment 3 – State Government Revenue Limitation: Amendment 3 replaces the existing state revenue limitation, which is based on Florida personal income growth, with a new revenue limitation that is based on inflation and population changes. Revenues that are collected in excess of the limitation would be deposited into the budget stabilization fund and once the fund reaches its maximum balance, the revenue could be used to support and maintain public schools.
Amendment 4 – Property Tax Limitations; Property Value Decline; Reduction for Non-homestead Assessment Increases; Delay of Scheduled Repeal: Amendment 4 would prevent increases in the assessed value of homestead properties and some non-homestead properties when the market values for those properties decrease. The amendment would also work to reduce the annual growth assessment cap on non-homestead properties from 10% to 5% and it would provide first-time homesteaders with an additional exemption equal to 50% of the home’s market value, but that exemption would drop to zero after five years.
Amendment 5 – State Courts: Amendment 5 would require the Supreme Court justices appointed by the governor to also be confirmed by the Senate before taking office. The amendment would also give the Legislature the power to repeal a court rule with a simple majority instead of the two-thirds majority that is in place now. In addition, it would also allow the state House of Representatives the authority to review Judicial Qualification Commission files whether or not they were related to an impeachment.
Amendment 6 – Prohibition on Public Funding of Abortion; Construction of Abortion Rights: Amendment 6 would block the use of public funds for abortions or for health benefits that cover abortions. Although this amendment would mirror federal law, it would not apply to expenditures required by federal law for cases in which a woman has a physical disorder, injury or illness that would place her in danger of death unless she undergoes an abortion, or cases of rape or incest.
Amendment 7 – Religious Freedom: Removed.
Amendment 8 – Religious Freedom: Amendment 8 would overturn a section of the state Constitution that blocks taxpayer funds from being spent on religious institutions, including any churches, sects and religious denominations. The new language states that an individual or entity may not be denied funding, benefits or support based on religious identity or belief.
Amendment 9 - Homestead Property Tax Exemption for Surviving Spouse of Military Veteran or First Responder: Amendment 9 would give a homestead property tax exemption to the surviving spouse of a military veteran or first responder killed in the line of duty. The provision would authorize the Legislature to totally or partially exempt a surviving spouse’s homestead property from being taxed.
Amendment 10 - Tangible Personal Property Tax Exemption: Amendment 10 would allow for an enhancement of the tangible personal property tax exemption for business. The exemption would apply to property, such as equipment, with an assessed value up to $50,000. Currently, the first $25,000 of assessed value of tangible personal property is exempt from ad valorem taxes levied by counties, cities, and other local governments.
Amendment 11 - Additional Homestead Exemption; Low-Income Seniors Who Maintain Long-Term Residency on Property; Equal to Assessed Value: Amendment 11 would authorize the Legislature to allow counties and municipalities to grant an additional homestead tax exemption for low-income seniors. The exemption would be equal to the assessed value of a homestead property, if: its market value is less than $250,000; the owner has maintained permanent residence for at least 25 years’ the owner is at least 65; and the owner has a low household income under law.
Amendment 12 – Appointment of Student Body President to Board of Governors of the State University System: Amendment 12 would create a council comprised of the student body presidents from each of the State University System schools. The current Florida Student Association representative on the state university system’s 17-member Board of Governors would be replaced by the student council’s chairperson. ________________________________________ Pensacola Bay Bridge Public Meeting The Florida Department of Transportation will be hosting a Public Alternatives Meeting to discuss the Pensacola Bay Bridge, also known as the Three Mile Bridge, on Thursday, October 18th, from 5:30 - 6:30 p.m., CDT. University of West Florida – Fostering Florida’s Future Workforce
This past Thursday was a groundbreaking day for Northwest Florida with the opening of the University of West Florida’s College of Business Education Center in Pensacola. Even through the dire economic times that have recently taken a toll on our state’s economy, UWF has continued to grow its student base and degree offerings for current and future alums, all the while contributing to the local economy of Northwest Florida and producing more than 13,000 business graduates who now live and work in our region. In recognition of the grand opening of the Education Center and of UWF’s continued dedication to offer high-quality, student-oriented education, it was my great honor to join with the Northwest Florida Delegation in proclaiming Thursday, October 4, 2012, as UNIVERSITY OF WEST FLORIDA COLLEGE OF BUSINESS DAY. Please Take All Precautions Against the West Nile Virus
As many of you know, the Panhandle had its first confirmed death from the West Nile Virus in Escambia County this week. We have also had a confirmed case in Santa Rosa County this week, along with the seven cases already confirmed in Escambia County and the one in Okaloosa County. Please be sure to take the necessary precautions to protect you and your loved ones from mosquito bites to avoid getting infected with the virus. Below are some of the precautions suggested by our local county health departments:
• Remove standing water to stop mosquitoes from multiplying.
• Drain water from garbage cans, house gutters, buckets, pool covers, coolers, toys, flower pots or any other containers where sprinkler or rain water has collected.
• Keep your pets and livestock from ingesting old, standing water.
• Discard old tires, drums, bottles, cans, pots and pans, broken appliances and other items that aren’t being used.
• Empty and clean birdbaths and pet water bowls at least once or twice a week.
• Protect boats and vehicles from rain with tarps that don’t accumulate water.
• Maintain swimming pools in good condition and appropriately chlorinated. Empty small, above-ground plastic swimming pools when not in use.
• Cover skin with clothing or repellent.
• Stay indoors when mosquitoes are especially active.
• Alert your county health departments if you identify a large-scale mosquito infestation.
• Protect your pets and livestock from infection by spraying them and their living areas with an animal-safe mosquito control chemical.
You can also reach out to your local county's mosquito control office to verify that your general area has been sprayed for mosquitoes recently and let me know if you need any help in that effort. I know they are working every night and extra hours to make sure that our area is protected. ________________________________________
Tackling Violence Plaguing Pensacola Streets This week, I sat down with representatives from PICO United Florida, a group of 60 congregations from multiple faith denominations across the state, that work together to bring the concerns of working families to the policy arena and to lawmakers' attention. Specifically, the group met with me to discuss the recent string of drive-by street shootings that are troubling our Pensacola streets and neighbors. I want to thank PICO Executive Director Peter Phillips, Pastor Marcel Davis, Marva Macklin, Father John Licari, Reverend David Alexander, Reverend Hugh King, Minister Tim Sullivan and local PICO volunteer Demetrius Grant for voicing their concerns to me, and for their interest in helping us reduce the violence occurring on our streets. We must work together and tirelessly to stop these senseless attacks of violence endangering our youth and residents, and I am committed to working together with city leaders, law enforcement, and citizen and church leaders to craft and pass meaningful policy changes that help, in any way possible, make Pensacola families and streets as safe as possible. ________________________________________ Farm Bureau Farm Tours This past Tuesday, I participated in the legislative tour sponsored by the Farm Bureaus of Okaloosa and Santa Rosa Counties. I had the opportunity to see my fellow Panhandle farmers gathering peanuts and demonstrations of state-of-the-art aerial and agro-chemical and fertilizer application processes, as well as precision satellite and graph-based farming methods. My colleagues and friends working in all aspects of agri-business also spent the day discussing critical agri-business issues, including emerging turf grass and resistant weed eradication research, and how to address and control wildlife crop damage and invasive species that are unique to the Florida Panhandle. In addition to being able to discuss these current issues, we also talked a lot about the future of agriculture and the issues and challenges facing all aspects and components of the agriculture industry. I want to thank the leadership and the staff of the Farm Bureaus of Okaloosa and Santa Rosa Counties and, in particular, Shannon Nixon for coordinating this great opportunity to get together and discuss the present and future challenges and opportunities of our farming industry. NFWF Helping Restore Florida's Longleaf Pine Habitats
I want to thank the National Fish and Wildlife Foundation for having me at their announcement of the 2012 Longleaf Stewardship Fund grants at the Blackwater River State Forest earlier this week. Nearly $3 million were awarded to restore endangered longleaf pine forests along the Florida Panhandle and in neighboring Southeast states. One of the 16 projects that received grant funding will help establish 900 acres of longleaf pines in the Blackwater River State Forest and enhance another 59,000 acres of longleaf pine habitat between the Eglin Air Force Base and the Conecuh National Forest. Another grant will help plant more than 500,000 longleaf seedlings in the Osceola National Forest and help give landowners incentives to approve restoration sites on their property. A lot of work needs to be done to bring back the vanishing longleaf habitat that once trailed across the Southeast corner of our nation, but the continued efforts from the NFWF and its partners through the Longleaf Stewardship Fund have us heading in the right direction. ________________________________________
Remembering 9/11
This Tuesday, September 11, 2012, marks the anniversary of one of the most significant days in our nation’s history. Even though 9/11 will always be a sad day to remember, we must never forget the courage of the first responders who arrived on the scene, the bravery of our armed forces who continue to fight for our freedoms and defend our country, and most importantly, the lives of the innocent victims that were lost in the attacks. My thoughts and prayers go out to all the families that will not be whole again after that day and to all our men and women in the armed forces who protect our country day in and day out. ________________________________________ Recognitions Around the District As the focus turned to the incoming weather last Friday, I wanted to take this opportunity and let you know of some wonderful acknowledgements I have been so blessed to receive lately. The Community Drug and Alcohol Council (CDAC) has honored me with their 2012 Spirit of Prevention Award in recognition of my efforts last session to support the bill to expand a ban on synthetic drugs, known as "bath salts" or "Spice," and help our law enforcement crack down on the increasing problem these drugs have been causing in our communities. More importantly, I am confident that with this new law, we were able to send a strong message to the makers and distributors of these highly dangerous, even lethal substances, who keep changing the formula of their products to continue skirting the law. I hope to continue our good work to support and pass prevention legislation and put these illegal manufacturers out of business. I thank CDAD for their recognition and, more importantly, for their commitment to protect our communities from exposure to illegal substances. Read more about it here.
I also had the honor of being presented with The Florida Sheriff’s Association (FSA) Legislative Champion Award for 2012. As chairman of the Senate Criminal Justice Committee, I was constantly in contact with the FSA on all matters relevant to make sure that the actions of our committee were supportive of our local and statewide law enforcement and would help them fulfill their duties more efficiently. I look forward to continuing to work closely with the FSA as they work hard to protect our citizens. ________________________________________ Happy Labor Day to Florida’s Workforce Labor Day means the inevitable end to the Summer months, as we welcome the start of a new school year and Fall.
